Overview of the Position: | The U.S. Bankruptcy Court for the District of South Carolina is seeking applicants for a full-time Network Administrator in its Columbia office. The Court’s Information Technology Team is one of the most progressive within the federal court system. The team is committed to innovation and continuous improvement of the bankruptcy court system through technology. The position offers an excellent opportunity to start or continue a career in federal service. The Clerk’s Office currently consists employees located in three divisions throughout the district (Charleston, Columbia, and Greenville) who support three bankruptcy judges. The Clerk’s Office offers a stable, friendly, and professional work environment. The Network Administrator performs routine network administration, coordinates and oversees the court’s IT networks and infrastructure, installs network hardware and software components and devices, troubleshoots and repairs technical software and hardware problems, assists with technical support to end-users, and oversees major national systems that are locally implemented. The Network Administrator assists senior IT staff to plan, design, maintain, and support of networks and related systems to improve efficiencies. This position is designed as a mid-level position. The duties described herein are performed by a Network Administrator and do not reflect all duties performed by positions covered under this classification. |

Position Description
Position Duties & Responsibilities:
- Coordinate and link computer systems within the organization to increase compatibility and share information. Determine computer software or hardware needed to set up or alter systems. Train users to work with computer systems and programs.
- Diagnose hardware and custom off-the-shelf software problems and replace defective components. Maintain and administer computer networks and related computing environments, including computer hardware, systems software, and all configurations.
- Recommend changes to improve systems and configuration, as well as determine hardware or software requirements related to such changes. Maintain network security.
- Assist with providing technical advisory services to securely design, implement, maintain, or modify information technology systems and networks critical to the operation and success of the agency. Perform research to identify potential vulnerabilities in, and threats to, existing and proposed technologies, and notify managers/personnel of the risk potential.
- Assist with the development and implementation of short-term and long-range infrastructure improvement plans for the court, ensuring the changes can be implemented with minimal disruption at the court site.
- Institute planning, designing, and building of data backup systems and methods.
- Regularly monitor continual operations of all network equipment and related systems. Recommend and install firmware updates and perform patching to ensure continued operation and act as the technical expert in solving network related problems or issues.
- Install upgrades of new or revised off-the-shelf/desktop releases. Setup, configure, install, and document hardware and software in virtualization technologies and cloud computing.
- Plan for disaster recovery operations and testing including network performance, security, anti-virus, intrusion, design, and acquisition of physical and virtual servers and other network-related components. Produce useful system documentation and perform system startup and shutdown procedures.
- Monitor network, test for weaknesses, handle maintenance and updates, install and implement security controls, and evaluate network management tools.
- Assist with resolving routine problems and providing technical assistance to end users, including respond to help desk calls and e-mails, log problems in ticketing system, and analyze help desk logs to minimize future issues.
- Regular travel to divisional locations; after hours work for scheduled or emergency updates or upgrades and assisting in disaster recovery testing may be required as needed.

Qualification
Minimum Qualifications:
- One to three years of specialized experience with network administration and configuration
- A high school diploma or equivalent
- Demonstrated skill in performing routine network and hardware installation, configuration, administration, security, and maintenance
- Ability to implement, operate, troubleshoot, and document information technology systems consisting of network and hardware/software issues
- Knowledge of computer processes and capabilities
- Ability to perform network, hardware, and software maintenance and troubleshooting
- Ability to communicate technical information effectively (orally and in writing) to end users in a manner that they can understand
- Proficient in writing effective instructions for users and fellow staff
- Exceptional customer service skills and proficiency in multi-tasking and prioritizing duties
- Desire to learn new technology and innovate
- Ability to interact effectively and appropriately with others, providing customer service and resolving issues while complying with regulations, rules, and procedures
- Ability to work individually as well as in a team environment
Preferred Qualifications:
- Bachelor's degree, or two-year degree in Computer Science or related field, from an accredited college, university, or technical school
- Prior federal court experience
- Knowledge and understanding of virtualization and related concepts. Ability to assist with troubleshooting the virtualization environment when needed
- Comprehensive understanding of network routing, switching, and IP protocols
- Strong troubleshooting skills
- Familiarity with network security best practices
- Experience building network and infrastructure environments
- Understanding of enterprise backup and replication methodologies and disaster recovery practices
